The main objective of the Emergency Water Project is to alleviate the chronic shortages of safe water supplies, reduce system losses, water costs and health risks.

This includes:

• Formation of one single "Coastal Municipalities' Water Utility" (CMWU) from the existing 25 water companies in Gaza by merger.
• Improving duration of supply, water quality and sanitation services.
• Increase of collection ratio, tariff adaption, staff training, capacity building.
• Development and implementation of capital and operating investment funds
