The main objective of the Emergency Water Project is to help alleviate the chronic shortages of safe water supplies, and reduce system losses, water costs and health risks.

This includes:

• Formation of one single Coastal Municipalities' Water Utility from the existing 25 water companies in Gaza by merger.
• Improving duration of supply, water quality and waste water quality.
• Increase collection ratio from 45% to 55%.
• Development and implementation of capital and operating investment funds
